The HR Recruiting Specialist I is an integral part of the Human Resources and Operations Department at Horizon Services, Inc (HSI). This role will collaborate with staff members throughout the organization to co-create a positive employee experience. We are committed to providing excellent customer service to collaborate well in a fast-paced environment.
The HR Recruiting Specialist I will work closely with the SR. HR Manager, Training and Development Manager, and the Operations Director.How can you make a difference in people’s lives?

Accountabilities: (3-5)
- Customer Service: Provides professional and prompt support to staff and embraces diversity in all aspects.
- Talent Acquisition: Co-Creates a talent pipeline for current and future key positions in the organization.
- Talent Engagement: monitors and updates the on-boarding tools and processes
Responsibilities:
Customer Service
- Responds to inquiries from staff related to policies, protocol, procedures, benefits, and programs in a timely manner.
- Uses varied methods of communication to reach a diverse population to engage employees.
Talent Onboarding/Acquisition Support Hiring Activities:
- Support hiring managers in all aspects of hiring process, including but not limited to reviewing all applicants on the ATS, conducting phone screenings, scheduling and conducting interviews as needed, posting and maintaining jobs on the company applicant tracking system (ATS), and following up with managers and applicants.
- Support New Hire Onboarding, ensuring new hire paperwork is thoroughly completed, including I-9 administration, reference checks, background checks, first day logistics, sending manager reminders, etc.
- Create orders for new hires in Wellnessmart for background items such as drug screens, physical, TB test and Livescan
- Reviews all background testing done at Wellnessmart for proper clearances
- Reviews DOJ site for all Livescan clearances and reviews with manager to receive clearance
- Hosting recruitment events for prospective applicants
HR Administration:
- Support HR database activities, benefits administration,
- General administrative support to HR team and interface with employees, managers and candidates.
- Run Streamline Verify reports for all new hires
- Ensure the program site posters (safety, HR, etc.) are in compliance and up to date.
- Create business cards for staff
- Use good judgement to report escalated matters as needed.
- Additional HR tasks as assigned
- Assists with the benefits programs, such as group health, dental and vision, life insurance, 401k, UI, COBRA etc.
- Assist employees with health, dental, life and other related benefit claims.

QUALIFICATIONS: (education and work experience)
- Bachelor’s in business or related field preferred. A combination of education and recruitment/HR experience will be considered.
- Minimum 2 years of human resources experience in the non-profit sector preferred
- Excellent interpersonal and communication skills. Able to build rapport over the phone.
- Solid knowledge of MS Outlook, Word, Excel, ATS and HRIS
- Preferred: Bilingual in English, Spanish, Chinese, Vietnamese, or Tagalog
- Able to build a network of resources.

Salary: $26-28.00/hr depending on experience and qualifications. Available for a full-time position.
